The Impacts of Recent Public Prenatal Health Insurance Eligibility Expansions

Dr. Hilary Hoynes of UC Davis and Peter Huckfeldt, UC Davis Ph.D. candidate, received $15,000 for a dissertation project entitled: The Impacts of Recent Prenatal Insurance Eligibility Expansions.  This research investigates the impacts of Medicaid, SCHIP, and separate state prenatal eligibility expansions occurring between 1987 and 2005.  First, it estimates the take-up of public coverage and the crowd-out of private insurance following eligibility expansions.  This is important because changes in coverage may lead to changes in health care utilization and health outcomes.  It then estimates the impacts of eligibility expansions on prenatal health care utilization and maternal and infant health outcomes.
